I searched though the forum and think we're lacking this kind of post to discuss and give solid build for new rogues for their talents.

I'll just copy what i write in my guild rogue section to here and start to edit/comment them one by one.

In addition, i'm not pro rogue but i have at least a lot of experience as TBC rogue. Positive comments, and more alternative builds are welcome. Particularly dagger build since i dont have that much experience over there.

Lving Progress:
Spend couple points in Imp Sinister strike first, then fill up assasination tree for Malice, Ruthlessness, Relentless strike. After that leave lethality in meanwhile and fill combat tree all way down, At 60 your talent should look like this, (You can go all way combat first if you want but for me i think addition crit and combo points from assassination tree help)

Then at 70 you have several possibility listing below,

Pure PvE (Focus mainly and purely on DPS)

The Hemo/Raid seems fishy, I'd suggest 11/21/29 (Relentless, Blade Flurry, no sword spec, 4/5 deadliness); or 11/28/22. [Not that i'd suggest raiding with hemo]

Ok edited & added raid hemo with sword and mace seperately. (Well i'm not suggest them either but some people tell me that it's viable for PvE)

Also your mutilate build is kinda strange. I assume the points in imp. backstab are for poison immune mobs. That build wont do in pvp, so I suggest you make another mutilate build for it.
Oh, and saw one pure pvp combat build without imp. kick. Wouldnt recommend that one :/

Well, for me if u have preperation you wont need elusiveness that much. Setup help a lot really.
Agreed with you on imp kick one, fixed.

To the combat sword build order,

For any pure PvE sword/fist/mace build, you want to change the build somewhat.

2/2 Improved Kick -> 1/2 Endurance and 1/2 Vile Poisons is a must in my opinion. Endurance is priceless on trash and fights like Magtheridon where sprint and evasion are very useful, not to mention a faster root-breaking sprint on Vashj and suchlike.

3/3 Improved Eviscerate -> 3/5 Vile Poisons is a definite for sure. Eviscerate is very very rarely used in raids, my class leader has all of the eviscerate talents and the 2 piece tier 5 and his rupture does more than his eviscerate by miles against Solarian, who has a tiny amount of armour! Vile poisons helps your offhand deadly poison ticks.

Extra Edit: For leveling purposes I would strongly recommend getting 11/22/0 first: The opening assassination talents and specifically 2/2 remorseless attacks and the 11pter are incredible strong, and weapon expertise isn't very useful when you change your weapons very regularly. Aggression and AR are nice but not huge, and combat potency is a looong way off. For leveling the combat tree is all about precision, dual wield spec, blade flurry and riposte.

Well i agreed that eviscerate rarely used in raid, so the change seem valid.
-Changed all PvE raid sword/combat/fist
-Changed combat dagger build

But for PvP/PvE imp eviscerate and Imp kick remain the same since it's very useful in Arena.

As this is for new rogues I'd be interested in seeing how a rogue should spec while levelling, I assume you'd recommend the Grinding spec as a levelling spec, but it might be a nice idea to give an indication of what talents to go for first.
