0. Demonic Pact not proccing 22/04/2009 05:48:10 PDT
There currently appears to be a problem that's preventing demonic pact from proccing. I can not yet consistently reproduce this problem and I am unsure of what exactly is triggering this problem- however I can provide *some* information.
Let's start with a (filtered) wow web stats log:

You will see on page 1, basically demonic pact working flawlessly (until the last 2 lines or so), however on page 2 you will see demonic pact not at all proccing after several of my Felguard's critical strike's.
Now, during PTR there was a thread somewhere about priests who had been specced into improved divine spirit overwriting demonic pact. I can at the very least confirm that this is not the exact problem, as I just did some very short testing with a priest who had not previously been specced into improved divine spirit.
With that said though, it does appear to be somehow related to divine spirit. If you add divine spirit (and deaths for some visibility) to the WWS filter:
You'll find that demonic pact starting / stopping to work is often switched between after/before a prayer of spirit buff, you will also see prayer of spirit seemingly randomly getting refreshed when demonic pact procs. I did some small testing with a priest in my guild today to try and see what's up, which lead to some confusing results.
What happened:
I had a priest cast prayer of spirit on me and I failed to proc demonic pact
I clicked it off, and managed to proc demonic pact
The priest recasted prayer of spirit, and demonic pact worked again
If anyone could contribute any extra information on this subject it would be hugely helpful, wws parses and alike with demonic pact misbehaving or non-raid testing / combat logs are all welcome.

Etc.
If you look, your pet critted 306 times with melee swing, and 85 times with cleave. However as you say, only 244 demonic pact buffs.

Maybe the new Lightweave?
I dont have lightweave- and demonic pact should be more powerful than any other spellpower proc. Either way, this shouldn't cause the problem. You can also set the filter to show demonic pact gains on the felguard itself (entirely eliminating trinkets and alike), and you'll see the same thing.

The issue with Demonic Pact failing to proc on occasion is something we've received several reports about and have passed these off for investigation. We really appreciate your testing and debugging of the issue and can only apologise for any inconvenience caused however thanks a lot for reporting!

I encountered (possibly another variation of) this problem this reset while fighting Anub'arak on 25 man normal. After falling down I resummoned my Felguard using Fel Domination and reapplied Soul Link. On the fight itself my Felguard (named Klekferil) did not apply the Demonic Pact buff a single time despite numerous crits for both melee and cleave attacks.
I tried to reproduce the problem on a training by putting the felguard on stay and running away and using dismiss from the context menu. Neither resulted in any problems. I did not specifically test with Prayer of Spirit as I have not had any problems with that since 3.2.2.
I also tried looking at the combat log but could not figure out anything based on it. Hopefully you at Blizzard are better at debugging it:
