Gathering up some ideas, tips and advices.

First of all, read this guide. It's out of date from some parts of it, but basic numbers haven't changed anywhere.

This post will be split into five sections:

1. Talent Specs

1. Talent Specs

This has been discussed multiple times and for now it seems that with small modifications due everyone's play style, gearing and personal favors:

All talent builds has their Pro's and cons.
In the end, It's up to you what talents you want to prioritize over other.
Remember this: The best specc is only the one which you enjoy playing the most!

Someone can't live without instant Ghost Wolf and another is just too lazy to drink in every turn and therefore speccs for maximized manaefficiency. You can find many discussions about different speccs and talents later on in this thread, so just pick what suites you the best.

2. Gearing

Base stats:

- Stamina: Every point of stamina provides 10hp for shaman.
- Strenght: Shaman will receive 1Attack Power(AP) from every 1 point of STR
- Agility: Shaman will receive 1Attack Power(AP) from every 1 point of AGI plus 1%melee crit from every 83.33 Agility.
- Intellect: Shaman will get 15mana from every 1point of INT. With Mental Dexterity talent, you will also gain 1 AP / 1INT. On top of that, you will gain also 1%spell crit from every 167int. Ancestral knowledge boosts intellect even more, depending how many points you have in that talent.
- Spirit: Spirit regens your health and mana over time. This is totally worthless for shamans.

Summing it up in priority order:
1. Agility : 1AP + melee crit (and armor)
2. Intellect: 1AP + Spell Crit, 15mana/1INT
3. Strenght : 1 AP
4. Stamina: 10Health/1STA
5. Spirit: Worthless junk

Even when STR is higher in the list than Stamina, you should consider wether you like to have more health and thereby help healers job, or flat 1AP gain from 1 STR.
Personally I would choose STA over STR if items have same stats otherwise.
In either case, you should never enchant or gem in order to get more STR.

Special stats:

First of all, there is some VERY IMPORTANT stats which you should get capped.
Hitrating is the most important stat to get capped due the fact that huge part of our dps comes from spells.
When you have capped hit, aim for capping expertise.
After that, you should try to find good balance between Attack power and Crit.

3.1 Patch also brought Armor Penetration and Haste back in game.
All classes benefit now 25% more from armor penetration and enhancement shamans now receive 30% more melee haste from Haste Rating. Both of these stats are beneficial only if you have really put some effort in gathering them. It haven't been decided yet wether it's good or bad to get these stats.

Base stats which you should reach:

Hit cap for specials (Stormstrike & Windfury Weapon) :
- 9% hit required.
- We get 6% from Dual Wield specialisation so you need 3% from gear.
- At level 80 thats 99 hit rating to cap specials.

After that, you need to cap your spell hit which is 17% (16% for alliance).
- In a raid you can expect to get a 3% hit buff from moonkin druids or shadow priests.
- This leaves 14% from gear (13%) --> 367(342) hit rating at 80lvl.

Expertise:
- 26 Expertise (6.5%) means your attacks cannot be dodged or parried.
- You will receive 1 expertise from every 8.19 expertise rating
- At level 80, that means I need 214 Expertise rating.
- You will get 9 expertise from Unleashed Rage -talent 26-9=17
- When talented right, you need to gather 17*8.1975 = 140rating
If you're an Orc: 98.37 expertise rating needed if you have an axe and/or fist weapon equipped in BOTH hands.

Previous thinking was that expertise only worked in "chunks", that values are rounded down to whole integers. This has recently been disproved and expertise, despite what the UI might lead you to believe, does not drop fractional points. That is, if you have rating sufficient to give you 25.5 expertise rating, you actually benefit from all 25.5 points of it, not only 25 as has previously been conjectured.

So, summing them up;
- Soft hit rating cap: 99 Rating / 9%
- Expertise: 140 Rating / 26 Expertise (6.5%)
- Spell Hit rating cap: 367 Rating / 14%
- (You should also aim to 25-30% spell crit just to make sure that you'll get all proccs rolling)

After you have capped these stats, you should start gemming and enchanting for either Attack power, Haste or Agility. (best way to find out what you need is to sim it =)

Crit rating:
Enhancement shaman is very fortuned in this case.
Nowdays crit rating benefits both, melee AND spell crit.
I haven't intentionally put that much effort in to this because your gear should provide you enough crits,
so that you'll reach atleast 80% (the more the better!) uptime for Elemental Devastation and Unleashed Rage.

Haste:
Previously this was more or less wasted point in itemization, but now we need to take this in consideration, because after 3.1. enhancement shamans benefit 30% more melee haste from haste rating. They also lowered our meleehaste gained from flurry effect.
Windfury has hidden 3sec cooldown, so getting your weapon speed as near 1.5 as possible by gathering haste, could be ideal (not sure how wise it is anyways comparing to other stats..)
Maelstrom Weapon is PPM (Proccs per minute) based talent, which proccs better with slow weapons.
When you stack haste, you swing faster with slow weapons, you will get more proccs from MW.
Also, pretty big difference can be obtained from lowering the Global Cooldown by stacking haste.

Armor penetration (ArP)
As said before, we are getting 25% more from ArP, so this stat should be taken in consideration when speaking end game raiding (when your other stats are in good condition).
About 50% of our DPS is still coming from melee damage, which can be - and is been reduced by Boss armor mitigation.
Anyhow, I'm not that keen on this stat and I try to avoid it when I can..

Spell power:
At the beginning of WOTLK there was possible to do enhancement in two ways.
The more traditional way was to put almost all talents in "melee" talents and only spicing them up with spell talents.

The other way of gaming was to specc elemental/enhancement hybrid. Itemization was more from elemental side, but you was still playing a melee class. First Blizzard was trying to cut off this playstyle by organizing our talent tree, but still you was able to specc enhancement and by clever usage of itemization, you was able to do immense amount of damage produced mostly from flametongue weapon proccs.
Main idea this style of playing was to imbue both FAST weapons (caster weapon in main hand, fast offhander) by flametongue weapon and you was stacking spellpower.

when 3.1 hit, blizzard normalized flametongue weapon damage: "Flametongue Weapon: Bonus damage from spell power now based on weapon speed. Slower weapons will benefit more from spell power." which was more or less end of this style of playing.

Now you shouldn't put any effort in gathering spellpower.

Choosing weapons:
As GhostCrawler has said, enhancement shamans should be dualwielding SLOW weapons in both, main and offhand.
In PvE content, you should imbue your main hand weapon with Windfury and offhander with Flametongue.
Summing it up:
SLOW / SLOW
Windfury / Flametongue

3. Glyphs

There is few different variations about the glyphs, but mainly you should be using these:
- Storm Strike
- Lightning Shield
- Flametongue / Feral Spirit

I haven't had a change to try that feral spirit glyph yet, but I'm confident it will be one of the best glyphs we have.
This glyph has one downside though: you really need to start using those spirits to get all out from the glyph. Also at trashes and farming.
With 3 minute cooldown, you really need to know when to use spirits to get the best out form them.
Timing wolves right with trinkets, potions, cooldowns and Blood Lust, can bring you HUGE difference in DPS.

There isn't any spesific minor glyphs for enhancement shamans.

4. Spell Rotations

As said many times before. We don't have actual spell rotation. We do, however, have PRIORITY LIST for our spells.
This list is only simplified example. When you have get used to your buttons and spells, you should try to look for best priority for your spells to use.

Explanations:
MsW5: Maelstrom Weapon with 5 stacks
SS: Storm Strike
MW: Maelstrom Weapon
LL: Lava Lash
LS: Lightning shield
ES: Earth Strike
MT: Magma totem


Priority list should look something like this:

1. Shamanistic rage around 50%~ish mana, depending on fight. Normally I keep it on cooldown all the time.

It's been a while, since I last time updated this post.
I wrote a small guide for our other enha shaman, that was a bit underperforming what he could do with his gear.

7.Shock and Awe = Tracks your proccs on talents. Another addon I use for tracking the proccs from trinkets, enchants etc. is Procodile

Crit Rating

For raids you need as good buff coverage as possible from UR, ED and Flurry. Namely have UR and Flurry at over 97%. This means having 32% unbuffed melee crit.

Haste

Haste calculations are so tricky when calculating each single upgrade so that its best to use a median number (1.7-ish) as its value. Gemming for haste is usefull in so rare cases that in the long run I suggest against it.

Glyphs

First tier: Stormstrike

Second Tier: Lightningshield, Flametongue Weapon, Windfury Weapon, Feral Spirit.

Third Tier: Rest.

For highend gear Feral Spirit glyph seems to be highest of 2nd tier. LS, FT and WF glyphs are all very close together so that is more like personal preference.

Rotations

I'd suggest using Magmatotem instead of Searing on single mobs too if you have the mana efficiency for it. Way more dps. Fire Elemental is now doing more dps than it used to. Using it on bosses is very advicable.

Expertise

8.1975 expertise rating:1 Expertise at level 80

3/3 unleashed rage = 9 expertise

Axe Specialization Racial: Expertise with Fist Weapons, Axes and Two-Handed Axes increased by 5.


9+5 expertise = 14 expertise

26-14 = 12 expertise needed

1 to 8.1975
12 to 8.1975(*12)

98.37 expertise rating needed if you have an axe and/or fist weapon equipped in BOTH hands.

139.3575 expertise rating needed if you have maces equipped (or daggers, but we all know that daggers are bad for enhancement dps so let's forget about those).

Edit: Included the expertise calculations (courtesy of Karmak), underlined the most used glyphs. Changed haste part alltogether. Updated 12th Aug. (Patch 3.2)

About 1Int = 1AP.

It's 1.04AP in that spec you posted.

if you take 5/5 Ancestral Knowledge

it would be 1.1AP

spec:
I would remove the 3points imp. shield too AK.
LS only does effects a small amount of dps, but the AP gained from AK, effects all dps.

About glyphs:
They don't feel 100% right too me.
SS+WF+FS is best according too EJ's atm.

You forgot too add ES at Explanations.

edit:
After looking looking at the intel of a enh. shaman that 3points would give about 30AP at 500intel.
30AP vs 15% more shield dps. Think the imp. shield wins there.

Quite a bit of misinformation in this thread unless some stuff has radically changed last patch which I'm not aware of. Let's begin, then :)

Talent spec:

I'm not sure I agree with that one, a lot of testing remaing to be done, though. For one saying that it's "the spec all endgame raiders should use" is a bit misguiding. Shaman talents are basically about two things (enhance) in PvE: Mana regen and dps. Do your own testing and pick talents according to your mana and in the order of effectiveness of the talents obviously. I think reverbation was proven to be more of a dps increase point for point than improved shields as well if your mana can keep up with it. I'm not 100% sure about this, though. This might obviously change if the 20% addition to maelstrom proc from t8 shows itself to be effective enough (not bothering to theorycraft on this, since maelstrom is fricken random so I'd rather test it and see how my experience is). I see no need at all to pick 2/2 stormstrike AND elemental focus O.o With shamanistic rage, elemental focus and shamanistic focus, I've never ran out of mana while raiding so far. And I mean not even close. I'm going to test out imp SS 1/2 vs elemental focus 1/1 once my connection is stable (my ISP suck atm).

Base stat: I've no idea why you value stamina over strength. Oh well, still not that much of an issue since none of the gear you get should have strength on it anyways.

Hit cap:

You didn't include the max cap for dualwielding, although you should generally stop going for hit after you hit spell hit cap.

Expertise cap - It's 6.5%, not 6.25%

Unleashed Rage:

I don't know about you, but my uptime with that is like 99.99999% (as long as I'm hitting a boss it will be up. Always) O.o

Priority list:

I have no idea why you have searing in there. Unless it was buffed without me noticing, magma is still superior for single target dps.

I'm not sure if MW4 - LB should be in an official list, but personally I've found a dps increase by using LB with 4 maelstrom charges under certain circumstances (everything else on cd basically).

You do not have SS_ES in the rotation. Same as above about MW4 - LB.

My own rotation looks something like this for single target:

1. Shamanistic rage if very low (3-500 mana ish)
2. Spirit wolves right before bloodlust is called out
3. MW5 - LB

Your conclusion on armor penetration is wrong. It is no longer a flat ammount like it was pre-wotlk (where more ammounts of it would net more rewards per point). It is now linear. You need to re-evaluate it.

I wasn't really sure wether I should make it a guide for ppl that just have started gathering the gear or those who have progressed further..
Maybe I should add both views..
This concerns especially manaefficiency and acceptable crit rate.

I have played even too carefully with those manaefficiency talents and I think I should check my talents more closely from those parts you suggested.
Ulduar has been like a walk in the park so far, so I really haven't needed to take closer look at my talents for min-maxing.

I think I'm going to try and put 1/2 imp SS, drop other manaefficience talents and take 0.8sec off from shocks, since there is even more interrupt fights in Ulduar than previously.. and it seems that I'm always in that duty =P
It would also help so that SS+Shock cooldown problem.

Only thing that bothers me if it's wise idea to drop Improved shields from talents.
I don't have any WWS from 3.1 yet before I get back home and upload our last night raid.
Gong to do some math when I get back home from work.

Fire-elemental. Damn, how did I forget that one!
Of course you pop that also when you need to really DPS something down fast!

The last spot is up for grabs (in pve, usually windfury or lightning shield)

I think ancestral knowledge is better than call of flame, so the third point iin call of flame could be put in ancestral knowledge instead.

In raids, imp stormstrike isn't that needed.

I tried that mount macro, and it was nice except that if I was in ghost wolf form when out of combat, I needed to click the macro twice to start getting up on my mount.

Glyph testing so far seems to indicate that glyph of feral spirit is by no means a *must*. The only one you have to pick without doubt is the SS glyph.

Edit: Also, all the effing time I post it resets my character back to level 59 unrealmed/guilded so I have to pick another character to post with then back to angry. Does anyone know this bug?>_>

Also it speeds up our raiding when I don't have to drink all the time.

Well, my earth shock costs 18% from base mana, which is 3457*0.18=622.26mana

Earth Shock has 6 sec cooldown IF not talented and you find proper rotation between SS and ES.
In gaming situation it's more or less 1:1 ratio for these spells.

Improved Storm Strike replenishes 880mana/hit. It costs 8% from base mana:
3457*0.08=276.56mana
880-276.56 = 603.44 replenishment / hit

... Atleast that's how I calculated it fast, let me know if I'm wrong.

Masadist remember than mana regained isn't the same as mana saved or manacost reduced.

Oh and Elemental Focus is still one of the worst manasaving talents we have.

But still it's more efficient.
298.017 mana saved form shocks by 1 talent point, 603.44 mana replenished from SS, 2 talent points = 301.72mana from SS.
And what's even more important, you get mana back from using SS, while you just lose it when using shocks. This brings big difference at long and hard fights.

Farosarg: How's that? Atleast I am getting critts almost all the time from shocks and CL's / LB's which means that almost all my spells are 40% cheaper.
Too bad that FT damage doesn't trigger this talent.. Nor totems..

Personally I use shamanistic focus, shamanistic rage and 1/2 imp SS. I've yet to have anything remotely close to mana problems. Prepatch I had one in elemental focus instead of imp SS and I'm still not sure which one is better (reality/experience>theorycrafting sometimes).
