Hit cap 342 Draenei, 368 Horde, Expertise rating cap 140. Cap those before worrying about other stats. Once capped then go for 30%Crit, after that AP/Agi/Haste.
Use Rawr or EnhSim the Enhancement Shaman DPS simulator to work out what stats are best for your personal gear & talent setup.

If you dislike a class' mechanics so much that you wished they worked totally differently, it's possible you are playing the wrong class. :)

I'm on 353 Yet still get > Shangsung's Lava Burst hits Heroic Training Dummy for 7229 Fire.(833 Resisted) (Critical) etc on most of my spell critical and non critical.. Can some one help me out? whats gone wrong.
Even when i stick one of my old Hit rating trinkets i get 420 and still get resist's like that
please do not post here with these questions, go read agash's guide and be amazed of the things he, I , and others wrote there
resists are not affected by hit rating - they are affected by spell penetration - and it has been demosntrated that it's better to just go and increase SP, haste, crit because resist "cap" might be too hard to get .. if it exists ( try too look around, there are no items with spell penetration ... that's a lvl 70 pvp stat )

I'm not sure at all, just a guess: try spell penetration enchant on cloak or something like that. Never do any kind of research about anything so I have no idea, wild guesses. :) Hope it worked, anyways.

LOL hit doesn't have anything to do with resist or so when you miss then you must think for hit again ... if npcs resist or so just put some spell penetration ... I play enh shamy with 349 hit 37% crit 3900 ap ... few weeks ago we downed yogg and I was on 2 place on dps... from 10 man raid thx to some misses ... 349 aint good enough... looking forward for some hit items cuz everything is socked with hit...
Windfury and flametongue 2 WFs reduce your total dps cuz the offhand wf proc more offten and so with the wf CD mainhand rarely proc and offhand procs are low as based damage ... so best is flametongue and wf you gonna get max dps from wf that way... main hand wf offhand flametongue and the cool thing on flametongue that gives some + spell
