may i ask how it reduced damage in the first place ??

its probably the fact that haste effects reduce the speed of a weapon so its nothing using the usuall weapons speed in the formula for counting the dmg done instead it uses the speed when its under the haste effect

And here I was thinking that the hotfix was that it could now proc off ranged attacks :(.
