Does desinging system for servers population balance goes under that?
If so can you design better system,tools or whatever you call that so that some servers arent full to max and have full playing pve exp and some like Xavius allaince always have population issues that arent solved for years?
People will always roll on a server that will benefit them, be it where their friends already play or because the server population benefits their playstyle. Nothing Blizzard can do will change what people think.
Some people prefer high population realms because they feel they can meet others and group quest easier. Many people will not roll an underpopulated faction or server and become the underdogs, especially in PvP. The majority of people will do research and select a realm based on server progression into high level raid areas.
Blizzard cannot or will not dictate which realm any player will play on.

m8 i know all that and its true,that is why i said inspire ppl to come to Xavius
But also i know that BLizz have on their disposell many things that can benefit Xavius population and they arent doing them.New players status wont give Xavius anything since ppl with lv80 know what that means ans wont come here and new players that start from lv1 will sooon find out that there arent a lot of ppl they can lv with at low levels and probably move on to another server to lv char.
Also i know that Xavius have bad reputation having low population for years,(even if its in BG with 13 pvp servers now -most out of all BG or one of top) but i am trying to move Blizzard to see what big of problem that is for players on xavius and to do something about it.
Doesnt Blizzard know its not nice to change ppl subject titles ?And now even posting about it that post?Or pehaps answering if i directed it to wrong person and telling me who to direct that question?

Well, given that the original title was against the forum rules, they could have just locked it. They probably just assumed that you didn't remember the agreement you made to use the forums, as opposed to doing it deliberately, and so decided to be nice about it.
Ghostcrawler is the one of the lead designers in the development team. He has nothing to do with faction/realm balance, even in America where he is based, let alone in Europe.

2 radical things they could have done and was done before-server merger-it has been done in US,2nd they could-free migration out of Xavius and closeing done server and maybe resusing it later-they have done it with Russian servers
On other point-i just wanted to know who is responsible on realm population issues and recently noticed on bottom of one og GC-s posts is title-"Lead systems designer"-i dont know what that actually means in Blizzs structure of making decisions and i do consider PCM,FCM ,etc. as systems inside WOW so i wondered
Also there arent any Q& A section in forum where you can direct question directly to Blizzard so that title shouldnt be outside forum rules.And i treat it as only one thing -Blizz way of dodging q on stuff they should have find a way of fixing long time ago and they didnt
