Its not unlikely that it will be fixed tomorrow and just didnt make it intime for the patchnotes.
Happens every patch, the amount of stuff that isnt listed is sometimes even longer then the stuff that is listed.

Indeed. The warlock tier 9 4-piece bonus should now properly increase damage done by Conflag. We did run into some issues while fixing it, but we believe it should now be working as intended.
